To launch a direct competitive examination for the into the 1st year of the National Advanced School of Police recruitment of 05 TELECOMMUNICATIONS TECHNICIANS as Cadet Assistant Superintendents of Police.
THE PRESIDENT OF THE REPUBLIC,
Mindful of the Constitution;
Mindful of Decree n°2011/412 of 09 December 2011 to reorganize the Presidency of the Republic;
Mindfu l of Decree n°96/034 of 1st March 1996 to create the General Delegation for National Security;
Mindful of Decree n°2011/540 of 19 November 2012 to organize the Presidency of the Republic;
Mindful of Decree n°94/199/ of 7th October 1994 relating to the General Rules and Regulations governing the Public Service;
Mindful of Decree n°2012/539 of 19th November 2012 relating to the Special Rules and Regulations governing the National Security Corps;
Mindful of Decree n°75/496 of 3rd July 1975 to determine the nature of administrative
examinations and subsequent modifications;
Mindful of Decree n°75/459 of 26th June 1975 to determine the remuneration of civil and military personnel of the Republic of Cameron, as modified by Decree n°79/6<1 of 3rd March 1979 ;
Mind ful of Decree n°2010/263 of 31 August 2010 to appoint the Delegate General for National Security;
Mindful of Decree n°2010/280 of 13 September 2010 to grant permanent delegation of signature to Mr Martin MBARGA NGUELE, Delegate General for National Security;
Mindful of Decree n°2012/545 of 20 November 2012 relating to the organisation and functioning of the National Advanced Police School and Police Training Centres;
Mindful of Orcier n°204/CAB/PR of 16 April 2003 relating to admission requirements into the various cycles, nature and conditions of study at the National Advanced Police School and Police Training Centres, as modified and completed by Order No. 913/CAB/PR of 15th September 2014 ;
considering service imperatives;
HEREBY ORDERS AS FOLLOWS:
ARTICLE 1.- (1) A direct competitive examination for the recruitment into the 1st year of National Advanced Police School of 05 Telecommunications Technicians as Cadet Assistant Superintendents of Police sha ll be launched on 22nd January 2022.
ARTICLE 2.- Prospective candidates shall be aged 17 at least and 30 at most by 1st
- - Januar 2021. The shall be llolders of the Di Jorn f Tel .QIDOJ_u_11k a.ti0Jst....I.e.chnicians_O.. - the "Baccalauréat F2" or GCE AL Technical equivalent, or the Technician Diploma in
Maintenance and I nstallat ion of Electronic Systems or the "Baccalauréat de l'Enseignement Secondaire" or the General Certificate of Education Advanced Level (GCE "AL") with a
pass in at least two papers, obtained in one sitting excluding "RELIGIOUS KNOWLEDGE" plus a Hlgher National Diploma (HND) or the Technology University Diploma option Audio visual Maintenance.
I - GENERAL AND SPECIFIC REQUIREMENTS:
Prospective candidates shall be youths of bath sexes who shall fulfil the general and specific requirements for the recruitment into the ranks of the National Security Corps·. They shall:
=> Be of Cameroonian nationality ; Enjoy their civic rights ;
:::::;> Be of good conduct and morality;
:::::;> Be fit to work in the day and at night ;
:::::;> Be free of any illness requiring long-term medical attention ;
Be at least 1.57 meter tall for female candidates and 1.62 meter for male candidates;
Not have been sentenced for more than 6 months in prison or for any other offence as stipulated in Section 30, paragraphs 1 and 6 of the Cameroon Penal Code or for committing a felony or misdemeanour touching on probity;
Not have been dismissed from a Police School or Police Training Centre.
Candidates shall fulfil ail these requirements; failure to comply with any of these requirements shall automatically lead to rejection of their files.
ARTICLE 3 - (1) Prospective candidates shall, prier to the compilation of their documents, register online via the website www.dgs n-cm.org1 from 30th November to 30th December 2021 at 3.30 p.m. prompt.
(2) Candidates whose online registration shall be validated shall submit their complete file to the General Delegation for National Security in Yaounde, or at any of the Regional Delegations for National Security following a schedule that shall be made known to them by phone.
Application files shall include:
1. A handwritten application with date and signature and bearing a fiscal stamp of 1000 CFA francs, addressed to the Delegate General for National Security. The appl ication shall clearly state:
► The candidate's full name, agdress, sex, date and place of birth;
► Division and Region of origin ;
► The chosen compet itive examination ;
The speciality ;
The examination centre ; The chosen language ;
► National Identity Card number or valid Temporary Identity Document
number;
The list of enclosed documents.
2. An online registration form, printed from the above-mentioned website, and duly filled in and signed by the candidate with two ass ort size 4x4 colour hoto ra h taken on a white background;
3. A receipt of payment of 21 000 CFA francs for registration, lssued by any
branch of EXPRESS UNION ; or through ORANGE MONEY, MTN MOBILE MONEY or
EXPRESS UNION MOBILE MONEY, after obtaining the payment code ln accordance with procedure described on the websit e www.dgsn-cm.org
The payment receipt or the lone transaction number acknowledging the payment of the competition fees shall be enclosed ta the application file;
4. A certified copy of the candidate's Birth Certificate issued within six (6) months;
5. A certified true copy of the required certificate, signed by a competent authority ;
6. A- cert ifi cate of presentation of the original of the diploma signed by a competent authority;
7. A cert ified true copy of the Higher National Diploma or Technology University
Diploma speciality Audio-visual Maintenance ;
8. A certificate of Non Conviction (Bulletin N°3) issLIed within 03 (three) months;
9. A standard medical certificate (worth 900 CFA francs) issued by a Government Medical Ooctor ;
10. A duly stamped information sheet wit h a passport size (4x4) colour photographs taken on a white background;
11. A duly stamped Certificate of Height, in compliance with the above conditions;
12. An authorization to sit for the examinatîon, issued by the Minister of the Public Service and Administrative Reform, for Civil Servants and State agents;
13. A certified true copy of marriage certificate, issued within six (06) months for duly mar ried female candidates ;
14. A large (A4) envelop bear ing the candidate's address with a standard postage
stamp .
(3) Any incomplete file shall be simply rejected at the Delegation General
for National Sec urity and sent back ta the applicant.
III - PHAS ES OF THE EXAMINATION:
ARTICLE 4 .- (1) The competitive examination shall be carried out in five phases: the written examination, medicals, physical fitness test, orals test and character investigations.
(2) At each phase, the General Delegatio n for National Security shall publish lists of authorized candidates and only such shall be considered authentic.

Candidates shall be expected In front of their exammation rooms, 30 minutes before the beginning of the first subject 1 with their National Identity Cards and receipts issued upon submission of their files. They shall not be allowed into the examination
rooms with any paper or book; writing and rough work sheets shall be provided by the Administration.
For candidate to be declared successful in the written examination, they shall have and average score of 12/20, without an eliminatory mark in any of the subjects..
B}- MEDICALS AND FITNESS TEST:
They shall take place immediately after the publication of the lists of candidates who must have passed the written examination, following a schedule that shall be duly communicated.
Candidates who shall qualify for the medicals shall pay a fee of 25.000 CFA
francs.
C)- ORALS:
Eligible candidates will face orals in the lone centre of YAOUNDE in view of their final admission.
The oral questions relate to bath the examination programme and topical issues. After a brief preparation on a selected question, the eligib le candidate shall perform a 10- minute presentation, followed by a 10-minute interview with the jury (coef.2).
D)- CHARACTER INVESTIGATIONS
Character investigations shall begin after the orals, in accordance wîth arrangements to be communicated in due time.
ARTICLE 5.- The final results of the competitive examination shall be released by the Oelegate General for National Security.
ARTICLE 6.- Successful candidates shall be enlisted as 1st year Assistant Superintendents of Police in the National Advanced Police School.
ARTICLE 7.- The present order shall be registered and published in the Official Gazette, in English and French.-
